VCCS General Guaranteed Admission Agreement Final eligibility for guaranteed admission is determined during the application review process. Transfers are no longer admitted to undecided or general programs, and if an applicant does not meet the minimum requirements for admission to the major indicated on the application, they will not be admitted to the university.
